A closer look at Cognizant's H-1B program

Cognizant Technology Solutions has consistently been the single largest H-1B sponsor in the United States for years. The volume here is not an artifact of name normalisation — even after collapsing duplicate spellings like "Cognizant Technology Solutions Corporation" and the older "Cognizant Technology Solutions US Corp." into one canonical record, the firm stands well ahead of the next-largest sponsor.

Why the volume is so high

Cognizant is a US-headquartered IT services and consulting firm with a delivery model that relies heavily on H-1B-sponsored engineering and analyst roles. Most filings cluster in SOC 15-1252 (Software Developers) and adjacent technical occupations. The certification rate is typical for a large IT-services sponsor — the bulk of cases come back certified, with a meaningful share marked certified-withdrawn (the case was approved by DOL but the worker did not ultimately need it, often because the project or candidate changed).

What the data does not show

Filing volume is not the same as new hires. An H-1B LCA is filed for each worksite-and-role combination, so a single worker who changes worksite can generate multiple filings. The numbers here are useful as a demand signal — they tell you which firms are hiring at scale for which roles — but they overstate the count of distinct visa-holding employees on staff at any given moment.

This employer filed at least one WARN Act notice in the last 24 months — a state-mandated advance announcement of a planned mass layoff or closure. A notice is an announcement, not a completed layoff, and it is not evidence of any link between the employer’s H-1B filings and its workforce plans.
